The market for offsets in undeveloped countries is near collapse.

"UN Certified Emission Reduction credits for December, which are generated under a different program and are not subject to any restrictions under the commission's proposal, recovered earlier losses and closed 2.3% stronger at 44 euro cents."
If they sold 1000s of these units in China they could benefit from these CERs as they are are a developing country but I don't thing they can be offset for units sold here in Annex 1. That's my interpretation. Only a factory rebate for units sold here imo.
