My reading of it is that both absorbers are needed for full capacity but it is now being considered that having both of them receiving half of the inflow simultaneously is preferable to having the material pass through one and then flow onto the second absorber. This change would involve some substantial re-orientation of the plumbing within the plant. I wouldn't be surprised if they waited until summer to do this.
