Why do you assume it's the Federal Department being incompetent rather than a for-profit company doing this for the first time? It's still showing as 'awaiting information' - that doesn't seem like the Department's fault to me. FWIW I've been through the process several times and have never considered them incompetent. Also keep in mind, the company actually breached their existing environmental approvals as revealed last year...
Perhaps the company needs a more competent approvals and Government liaison team.
