My interpretation was they expected profit to be lower in the second half, due to continuing impacts from New Zealand. However they wish to maintain the dividend at the current amount, so are increasing the maximum % allowed.
If profit recovers better than expected then the range still allows them more flexibility as to how much they pay out.
