I would interpret this to mean that between the three of them, they're proceeding, not on the basis of IF they succeed, but WHEN they've integrated their respective stuff. THEN they will have a specification to offer potential manufacturers. That also seems a highly likely outcome to me.

The thing I'm interested in is what's in it - eventually - for SOR? If they are not building and selling the things to ADF themselves, then what do they get out of it - licencing royalties on the IP? Given the limited number likely to be built, and they seem to think they can research, integrate and build the first one for less than $0.7 million, how much will the licencing of the IP be worth?
