What is the source of that paper? There appears to be no evidence of it being published in a respected journal or peer reviewed. arxiv is a free repository for research articles and generally contains publications that would not stand up to the rigorous peer review process of a respected journal.

The guys at UniNSW were granted an ARC grant for their work. As an academic of many years standing, I am well aware that ARC grants are not given out easily. Applications go through a rigorous peer review process and those who manage to get a grant do so because their proposal / work has withstood the peer review process. In essence, an ARC grant is acknowledgement of outstanding work and that the process has merit.
