PMY have been considering this project for some time now. "advanced stage acquisitions" have been in company presentations since at least November 2017. I believe they already have a strategy of where the funds will come from.
The timing that they have given themselves to make payments, and the wording used in the ANNs above suggests that they are not only on top of the acquisition funding but also have "various funding arrangements" for the capex as well.
