I'm sure they will get the inside word. But any move now, prior to official announcement, can easily be rejected on basis of the unknown. i.e. Acquirer can't price in "no export allowed", as STX will argue that nobody knows until August. Acquirer would find it hard to justify to their own shareholders that they are pricing in a premium for say 50% export allowed, since nothing has been formalised on the matter. Hence, we are in a stalemate until the rules are known and values can properly be attrituted. Of course, there will be positioning to be ready to pounce, behind closed doors.
The terrific thing about STX's power station move, is that they are making the most of this stalemate window. Not only are we drilling further exploration wells to hopefully identify additional resources, but we are adding value to the reserves that we currently have booked, which others would try and argue are worth less due to not having a plan to market.
