The lower the permeability in theory the better perfect seal but cross flow can still occur across a tectonics shift or fracture. If the pore pressure exceeds the formations natural fracturing pressure then fractures can develop allowing the fluids to escape. For me the how and why the overbalance came to be “substantial ' has not as yet been satisfactorily explained. So yeah, fully agree 618.
