Not an expert, but the questions you raised sprang to mind also.
I was thinking, if they've hit a water bearing sand by mistake, this would explain the small, more concentrated frac on the second well? If permeability is high, they might be figuring they would get decent flow rates (and better data) from a smaller frac but without the water. Pure spec.
