Yes it does read that way, it's an expansion of outsourcing. On the other hand, it's hard to tell, it reads like they have already been using or 'collaborating' with Infosys for a long time already for some IT services (i.e. Incident and Problem management, possibly Service requests too) and this is an extension into further IT capabilities that Spark NZ appears to have employed staff to perform.
It's aimed at cost cutting, but they are also spruiking the Infosys platforms Topaz and Cobalt and AI models the company will have access to.
TBH I've lost interest in this company recently. I looked at the population of NZ was ~5.3 million people and figured the TAM was lower.
