Hope you are right about resouce size, not sure about 150m capex for acid leach plant (rom, crushing, process, waste) plus porals, declines, ventilation, pump stations, rising mains, underground plant, accommodation, infastructure (power, bores, RO plants, waste water and spray fields) tailings, evap, logistics, not to mention the thousands of unscoped issues you are going to run into during construction which will all cost extra.
Think most investors are waiting to see if the plant will be part of a hub to justify the cost. If there are other economic resources in the area this will help justify the cost of building a central hub.
Not to sure about the details, rock hardness, ground water, topography, environmental conditions ect, but still recon min capex spend of double that, could stage build modular style to save on upfront cost.
Still money is cheap and plenty of it looking for a home.
