There are options and roads can be diverted to avoid towns where required subject to approvals and money required etc.
As CornisKnocker suggested, without road train capability, economies of scale and the local communities would be the main hurdles to overcome. Means more trucks on the road at a higher operating cost, greater community nuisance and tax payer cost with road wear etc (potentially).
That said, if a toll arrangement was also in parallel with Redmoor having it's own processing plant, these won't be our issues or costs to deal with imo.
