It is a real shame that this is an all cash offer. Rolling over into Downer shares would have been much more palatable. The current situation with having to wait for payment if you accept the offer (and still no guarantees of success), is no incentive for the market price to rise. Downer should be buying on market at $1.07-1.09 while they can mop up a large stake.
