There would have been some thought put behind the minimum threshold, and i'm assuming any revisions in the average holding analysed. I don't mean to offend anyone, however smaller holders would be more inclined to take the stag profit so perhaps any one of these things were considered.
As to playing the system, i think you may underestimate many. We had several people confirm on these threads that they are missing out as they sold out before the 20th.
