1.9c is difficult because the queue is already stacked. If you wait to see a few X trades going through at 1.95c you can try a new order at 2c and if there are any left at cboe your order should get routed there and filled under 2c. It’s not perfect but worked for me yesterday. Worst case is you may get filled at 2c.
