Hmm, The big difference here is that if you participate in the share purchase plan the money goes to IXR as apposed to some shareholder out there. So if you want this sorted out quickly then why not participate, pick up some shares at $0.021 and get more if you like on market. At least you'll have helped IXR fill coffers. Dilution will be minimal if they indeed cap this SPP at about $2mln. I think it'll be oversubscribed. I just put in my BPay transfer hoping to average down a bit if they get awarded.
