Thats not correct. The target was $8mil via a SPP with capcity to increase if they got more applied for. That means anyone on the register can apply for up to $30k. They raised over the target, $8.76mil. They state they had interest for more than $30k from wholesale so ended up raising an extra $2.5mil. If shareholder bid for more they would have taken it but you can't call it a shortfall when they beat the target. Anyway it was all raised at 17.5c.
