    A mix bag from the public submissions in WA DomGas inquiry:

    ◼ MRL complains of prohibitions on the export of onshore (i.e., Lockyer Deep) gas.  The different treatment between onshore and offshore, it says, creates an uneven playing field.

    ◼ That sentiment was shared by Mitsui (who has an exemption for Waitsia gas) and also the CC&I WA, with the latter noting that, in relation to the onshore prohibition and exemptions, it is important that any law or regulation can be consistently applied (implying those laws and regulations have not been consistently applied).

    ◼ WesCEF says that the exemptions for the export of onshore gas should be removed and that it has concerns "some suppliers may be deliberately delaying the development of new gas fields in order to secure better returns in a projected higher pricing environment in the future".

    ◼ Chevron recognises the supply issues and says it is currently supplying domestic gas produced from the NWS in a proportion greater than its participation in the JV, and that it is ratcheting up the Wheatstone domestic gas facility.

    ◼ The DomGas Alliance have praise for Wheatstone & Gorgon (or at least not criticism), but single out Pluto and NSW as not meeting their DomGas commitment and suggest a uniform approach to calculating the 15% commitment (taken from production, not reserves).

    ◼ Woodside put a big pitch in for developing Browse, and facilitating backfill to the NWS to keep the KGP running until it comes online. It also makes a defence of Pluto, saying the commercial arrangements were a reflection of its "specific circumstances and challenging business case" at the time of FID.  But the project has begot the Pluto Train 2 facilities, which will ease supply with Scarborough gas from 2027.

    ◼ S32 wants "Use it or Lose it" policies implemented for gas exploration and development, which it suggests will promote more competition for the supply of new gas.

    ◼ Finally, the Town of East Fremantle Climate Action Reference Group say to hell with the policy and gas should be phased out.
