Sounds like SPX Chairman had been in talks and negotiations for 18 months BEFORE the acquisition of Penney west.
So SPX had made contact regarding the asset PRE- DISCOVERY.

Just to recap - Penny West was bought for $50k in cash and $950,000 of shares issued at 5.5c, hardly an acquisition that to any interested suitor would require capital sourced through meetings with brokers. Why did VMC simply do this deal with petty cash and scrip if they had confidential information about the prospects of Penny West. Let us not forget that Penny West was a pre existing mine so that information was already out there.

Looks opportunistic in the extreme.
