This is very good news.
I know it is a MOU only, however this shows to me that things are getting more serious to the next stage of development of this large project.
No doubt now the KSA want to have their own supply of minerals, which can't be found in their sands like oil. Once they work out the logistics it will be a quicker road to development as they have the money to get things done.
Better than trying to deals with China as KSA are at the earlier stage of transforming their economy away from being dependent on oil only..
