I guess you are right, the share price had not baked in getting nothing for NSW and Victoria, the most populous states, and most likely can do the work at lower costs there. That and missing out on $15M first year cannot be worth 31c. I figure at the most 5c. This is the nature of the game, you win some, you lose some. That is not the end of the world. May be next week they will announce a big water pipe contract.
If it drops below $2 tomorrow, I will be buying and get a higher dividend yield at lower prices.
