ST1 have been building their network infrastructure and gearing up to be a much bigger company. I would be surprised if UWL would have even made an offer to buy them if they hadn't expanded as they have. Growth has been slow I agree, but it is going to take UWL some time to build an equivalent network, so it will be interesting to see if they make another offer. I am not aware of another company they could buy, which would give them the same network expansion.
