I'd imagine with most projects of this size it's quite normal to progress some work in the development, so all is in step at financial close when it happens. Going to take a guess (a big one) and say that this will be in by the coming fed election in May. Gov 'big stick' policy has gone to the quiet room (again) and will need at least to show some example of progress, both in technology and project development for whatever energy policy they take to polls thanks to their naif plan.
