Add to that brine processing is more of an art form akin to making beer or spirits.. even if they get eyes on the process systems and chemical constituents required in the process it is still a difficult task to make it all work effectively. Not only that but each evaporation cycle requires fine tuning of the process as the concentrations of each salt can be slightly different.
