Most of us read this as:
1. We still haven't got finance after 4 months of talking about it
2. We can't afford the full facility so are now hoping for 1/3 size
3. We realise that cultivation is fundamentally unprofitable but since we already announced it, we have to continue building the facility
4. We are short of money, haven't got finance approved and will need to a capital raise for working capital very soon
