Reading the announcement again, they aren't saying that other shareholders will necessarily be excluded from a future raising (although that seems to be the form in recent raisings). It's more that this group has committed to underwriting any new round before November 20 and taking any shortfall.

They are also saying that they might need the funding. Surely the options won't be handed out unless this group actually provides the capital?
