I see your point. Effectively they avoid paying a brokerage fee. They keep the discount on the issuance price for themselves, but that's better than it being handed around the broker's clients, who just sell the shares soon afterwards...
I'll stop griping about it!
Although I hope it is a rights issue when the raising comes around and not just a placement offered to new, 'strategic' investors.
