all site remains open means is that they found cobalt in the drills on the edge of the area drilled , rather than finding nothing. They have no idea where the edge is. It could be a km away, or the next drill hole which could be 50m or less..
But from my limited understanding, to calculate a resource you cannot count an area that has not been drilled.
