I think people need to read up on the Fast Track Bill. There are no public submissions (only people invited by the Expert Committee). There are no appeals to the Courts. The bill is designed to get Resource Consents done very quickly. Talk of the locals getting a say and delaying the project are incorrect. So long as the Consent is issued next year and nothing else unexpected happens, mining will happen in 2026. SMI’s announcements have good summaries of the timeline.
