Fair question to which I offer an inadequate answer. Its the Kiwi vibe mate! We don't do "hard" or "break-through". It makes us nice people with sometimes little steel in our backbones. Let me ask you a question - who are the worst people in the world at having "hard" conversations? I know all the smart people here from Kiwiland or having interacted with them, know the answer.
This cultural thing is exacerbated by the three-year term. Once we get the fast-track moving it will be time to start thinking about the 2026 election. And given Luxon's inability to see even some generalised good things about the Treaty Principles Bill I am sure he will want to round-off rough edges with this too. There will either be delay, or prioritisation of projects which puts easy ones first or both, or watered-down legislation.
And I say all that being neither anti the current regime, or virulently left-leaning (or virulently right-leaning for that matter). Just my assessment based on my decades walking this earth. Happy to be mocked if wrong.
