Governments almost never put Bills to Parliament that they aren't going to push thru (Treaty Principals Bill an exception but they have said that it won't go past the first reading). My view is that they are desperate to sweep away a lot of the red tape and these projects are seen as wins for them. Also its part of the coalition agreement with NZ First so there is no choice in the matter, all three government parties are on side. Highly likely that this will be rammed thru ASAP so consents can start to be processed and granted.
