The mining permit would not be issued without a resource consent which for a project of this scale is usually publicly notifiable. So public input and input from all interested parties are contributing factors considered before a resource consent is issued by the relevant territorial authority which in this case is the Otago Regional Council.
SMI already has an access agreement with local land owners.
