As I understand, this unregulated part of Playtech is the part ALL plans to hive off anyway. It's so dodgy, they don't want to besmirch their "good corporate citizen" standing with it, and keeping it would raise regulatory roadblocks in the jurisdictions they really want to get into – the USA's RMG market.
