    Could be to get funding to expand iron ore production to feed into a chinese joint venture in india? Could be for the pellat plant? It still is a joint venture - NSL may not need to contribute financially (nor are they in the position to) but like any bank, i am sure they want to meet and understand all parties involved in a joint venture before putting funding forward.. even if NSL are not liable for the debt...
