It's pretty simple. If a major player is willing to purchase a material amount of shares for $1 and the SP is sitting sub 60c, there's a reasonable chance that the company is undervalued - on paper.
If a major player conducts due diligence and parts with $15m, you can infer that there's we have something of substance and it is just a matter of the market catching up.
That said, it is strange that there are sellers given the circumstances.
