Happens a lot especially in non-aus jurisdictions. Spain will let you explore/drill and then never grant you a mining license. Same thing in New Zealand for the most part. Drilling obviously has a lower footprint than mining so easy to just grant exploration permits for a bit of cash and not piss of locals by granting a mining license later.
Not saying this will happen VMM or MEI here as this area seems extremely mining friendly. Probably just adds more hurdles as @insaf said.
