if you are comparing you need make it equivalent.
if you are talking the concept - the lowest cost producers are Chinese and it is dominated by IAC. Hard rock Ree at the lower cost curve is rare and often requires large capex. Gina Rinehart is one used to to spending on large capex projects. So it will not phase her as long as it is low opex with high margins.
however, most projects require low capex and low opex to be competitive.
