For those who follow the Lion Selection Group’s (ASX:LSX) patented mining clock (currently at 4 o'clock), the mining sector "has now ticked past ‘declining exploration’ and is in a period of mergers before Lion flags it ticking towards cash takeovers, and eventually new floats with a boom time also on the cards".
Although that reading gives credence to your summation, I have the caveat of Warren Buffett's obvious trading caution and a continuation of Trump's trade wars applying the brakes to the next "boom time".
So under the circumstances it comes down to how you define "soon", i.e. in days, months, or years.
