Disagree with you here. It is obvious that china is using critical minerals as an ecomomic wedge between all countries. The threat to sth korea says dont supply to USA or we withdraw supply chain.
This is not about picking winners its about guaranteeing supply chain. Offtakes are written with those in production, not explorers.
As far as DRE are concerned they need to rely on a producer to supply a feed of concentrated ore to ( most likely HAS or LYC). LYC has and is received fed govt grants both (aust and USA) to build processing plants in kalgoolie and Texas. So i feel it has very good merit and is already achieving the strategy.
Further CM are not different to gold, which is stored to support international trade and currency.
