Confused why this is a positive… reads like they couldn’t...

Confused why this is a positive… reads like they couldn’t deliver what the FDA wanted after 6mths and are seeking another party to deliver. Knew something was up when they couldn’t deliver their own October deadline for FDA approval. Can’t see any goals or deadlines when they are going to deliver either…? Shareholders deserve dates when all this extra work will be completed. They will need to raise cash given they’ll run out with this directionless attitude.
locking themselves in takes away the options of another type of better transaction I feel.
still on the watchlist but is a lot further down the list… Shame.
