I take this as, the Zimbabwe government is not going to actually be the beneficiary or administer the PPSA, it will be Mutapa Investment fund, which is the Sovreign Wealth Fund of Zimbabwe. To me, it just seems like a way for individuals or companies who benefit from Mutapa will see the value, and its not actually going to the government. Either way, its getting executed which is good.
