Reforms in the mining sector, already underway, must continue.

The Ivato Mining Business Center will once again be the scene of a series of consultations bringing together all stakeholders this Friday. With the Mining Sector Reforms Act enacted, adjustments need to be made and points set. Through all the subjects to be addressed, the stakeholders will try to work together to refine the details of the next implementing decree of this law. In the recently revised mining code, several provisions require an implementing decree, starting with regulations on special duties and taxes on mining products.

But there is also the point on the management of mining rebates to be distilled in each region. In a mining sector dominated mainly by informal activities, the new mining code, replacing that of 2005, is seen by the State as an opportunity to clean up the environment, while giving small operators the opportunity to profit from their activities, without neglecting the State. It is adapted to the realities on the ground as well as to the required international standards. In an inclusive approach, it is thus envisaged to glean investments for the benefit of the country.

Analysts also say discussions should now focus on how the country should allocate resources from extractive activities. In any case, the debates at the end of the week promise to be eventful, but proportional to the scope of the new mining code and its implications.

This is where the debate on projects such as the establishment of a sovereign wealth fund or the advisability or not of contracting financing backed by natural resources takes on its full importance.
