I could guess: SM has other work besides doing work for LPD.
they most likely need the space to run other test work.
Remember last yr when another company loaned our PP and paid for the upgrades to our PP… well maybe now it’s going to be the case LPD can’t offer that service and needs our PP to do all our work as stated in the announcement. Yet due to SM running a business assessing other projects work, SM needs the room to accommodate those projects.
I think it’s good that SM is doing the expansion. Shows to me that LPD licensing work is ongoing and SM needs to be able to function as a separate business servicing other customers in parallel with LPDs work load.
