As I've pointed out previously it probably also needs to be a fairly substantial end user (no real margin here for trader/processors) who sees the value in a LT, secure supply of Dy. In that context current pricing is not so relevant, provided you subscribe to the Dy demand story.
Toyota sees some value in Matamec, absolutely no reason someone similar would not see similar here, and the credits could be a bonus to the right player.
