    It's not news to me but the language used ("coalition..etc") just reinforces the difficulty they are having in funding the business/project.

    To paraphrase what @arsenic said, I probably wouldn't care how Tricky Dicky describes the current state of play if firmer progress was being demonstrated. It is what it is I guess.
