Really, and would you like to put a date on it given that:
a) Muchea hasn't started the 2-3 year epa process yet
b) It would take years and years to set up a glass manufacturer here
c) It woulod take even longer to set up a solar glass panel set up
d) need fossil fuels to power a solar glass plant - renewables can't get the furnaces hot enough (based on current tech)
e) Not to mention that our cost of production is prohibitive and noone is Asia could afford the glass from here - that's why we export our minerals!

So any facts behind your claim - I'd love to see your reasoning.
