Yes and all of this uncertainty and funding risk is reflected in the market cap being around equal to cash+receivables at the moment.
Sure you can wait until there is funding secured for the first project which would greatly de-risk this company and allow it to roll on with other projects in future. But waiting until this stage when the company "becomes compelling again" means you will be entering at a market cap probably 10x what it is now.
Hard to say that this company is overvalued at the moment. Hence my "buy" sentiment.
