Titanium dioxide has 2 main issues:

1. It only blocks UVB, not UVA. So you have to either include Zinc (UVA / UVB) or a chemical (the UVA ones have the highest safety concerns and are on the way out.) So you are left with having to formulate with Zinc, by which point it is easier just to use zinc that protects against UVA and UVB

2. Titanium Dioxide powder is a suspected carcinogen and has been linked to stomach cancer.
