OK your first reply came across a little abrasive to be honest hence my reply.
Im suggesting that when doing business and looking to build relationships and remove barriers to developing projects in places like this it always helps if any investment in the community benefits some of the local influencers and decision makers…some of these decision makers and influencers sometimes have business interests in these communities such as being landlords or commercial property owners.
